Strike. Protect. Preserve.

For sixty years, European defence has organised itself around two verbs. Strike has an industry — platforms, munitions, targeting. Protect has an industry — armour, air defence, fortification. The third verb — preserving life under pressure — never had one.

It is not a small omission. In every theatre and every disaster, the moment care must be delivered is the moment infrastructure is least available: networks degraded, logistics contested, time compressed to minutes. The decisions made in that window determine who survives it.

HELVECT exists to build the industry the third verb never had: European decision infrastructure for tactical triage, casualty evacuation, and medical resource allocation — engineered for the environments where it will actually be used, not the ones we hope for.

Defence-first by sequence, triple-use by design: the most demanding regime writes the specification, and civil protection and disaster response inherit it. Software and hardware are engineered together, under European jurisdiction, edge-first — because sovereignty is not proclaimed, it is architected.
